More than two-thirds of the women ever elected to the House (261 of 381, including the incoming members of the 118th Congress) have been elected in 1992 or later. The first step in the legislative process is the introduction of a bill to Congress. Anyone can write it, but only members of Congress can introduce legislation. Some important bills are traditionally introduced at the request of the President, such as the annual federal budget. During the legislative process, however, the initial bill can undergo drastic changes.

The clerk also presides over the House at the beginning of each new Congress pending the election of a speaker. Another officer is the chief administrative officer, responsible for the day-to-day administrative support to the House of Representatives. Speakers serve as chairs of their party's steering committee, which is responsible for assigning party members to other House committees. The speaker chooses the chairs of standing committees, appoints most of the members of the Rules Committee, appoints all members of conference committees, and determines which committees consider bills. The speaker is the presiding officer of the House but does not preside over every debate. Instead, they delegate the responsibility of presiding to other members in most cases.
So is TikTok in the U.S. going away?
The House on Saturday passed a key package that provides aid to Ukraine, Israel and the Indo-Pacific region, while also addressing GOP legislative priorities, such as sanctions on Iran and a potential ban on TikTok. Like Langley, most of the holders of these so-called “widow’s succession” seats stayed in Congress for only a term or two. Margaret Chase Smith of Maine, for instance, won a special election in 1940 to fill the last seven months of her husband’s term.

Elected representatives serve a two-year term, with no term limit. The Constitution provides that the House may choose its own speaker.[50] Although not explicitly required by the Constitution, every speaker has been a member of the House. The Constitution does not specify the duties and powers of the speaker, which are instead regulated by the rules and customs of the House. Speakers have a role both as a leader of the House and the leader of their party (which need not be the majority party; theoretically, a member of the minority party could be elected as speaker with the support of a fraction of members of the majority party). Under the Presidential Succession Act (1947), the speaker is second in the line of presidential succession after the vice president.
Senators
The United States is divided into 435 congressional districts, each with a population of about 710,000 individuals. Each district elects a representative to the House of Representatives for a two-year term. Americans in the United States’s six territories are represented in the House of Representatives by an additional six non-voting delegates. Almost all bills are first referred to a committee, and ordinarily the full House cannot act on a bill until the committee has “reported” it for floor action.

If Congress is in session and the President takes no action within 10 days, the bill becomes law. If Congress adjourns before 10 days are up and the President takes no action, then the bill dies and Congress may not vote to override. This is called a pocket veto, and if Congress still wants to pass the legislation, they must begin the entire process anew.
Virgin Islands — which each send a non-voting delegate to the House. To regain control of the House, Democrats needed a pick-up of 15 seats. According to original analysis by Ballotpedia, only 26 congressional districts were predicted to be competitive in 2014. The House also has one permanent committee that is not a standing committee, the Permanent Select Committee on Intelligence, and occasionally may establish temporary or advisory committees, such as the Select Committee on Energy Independence and Global Warming. This latter committee, created in the 110th Congress and reauthorized for the 111th, has no jurisdiction over legislation and must be chartered anew at the start of every Congress.
President Joe Biden signed the legislation into law on Wednesday. Their primary victories were a foregone conclusion, but the closely contested general election will hinge on which of the deeply unpopular candidates can build a coalition in swing states like Pennsylvania. The vote for Haley, whose name appeared on the ballot despite her campaign suspension, was strongest in southeastern Pennsylvania, with Montgomery County giving Haley nearly a quarter of the vote. Sen. Bob Casey, shortly after winning his uncontested primary, voted late Tuesday night to ban TikTok in the U.S. if it does not comply with a forced sale. Brown, 36, a two-term incumbent, was clinging to a 50-vote lead over Green, 64, on Wednesday evening with all precincts reporting in his West Philadelphia-based 10th District and almost all mail ballots counted.

Rep. Marcy Kaptur, D-Ohio, who first joined the House in 1983, retained her title as the longest-serving congresswoman in the chamber. California Rep. Nancy Pelosi, who’s served in Congress for 35 years and became the first female speaker of the House in 2007, also won reelection. But she announced she wouldn’t run for another leadership role after Republicans flipped control of the House.
Because of the pandemic, mail-in voting was used widely and that contributed heavily to increased turnout. In 2020, 66% of registered voters cast ballots, the highest since 1900. In addition to the Latino population increase in the Southwest, McDonald pointed to the uptick in Asian Americans, and a remigration of Black voters to Georgia as to why those states continue to trend toward Democrats. Combined with the increasing Latino and Asian American population and a remigration to the South of young Black voters, particularly in Georgia, that has meant a reshaping of the electoral map. The Blue Wall states are home to significant shares of white, working-class voters, but Biden has retained strong support with unions. Democrats are also putting in significant efforts, especially in Wisconsin, to reach Black voters and be on college campuses.
The Constitution vests certain exclusive powers in the House of Representatives, including the right to initiate impeachment proceedings and to originate revenue bills. The organization and character of the House of Representatives have evolved under the influence of political parties, which provide a means of controlling proceedings and mobilizing the necessary majorities. Party leaders, such as the speaker of the House and the majority and minority leaders, play a central role in the operations of the institution. From 1910 to 1975 committee and subcommittee chairmanship was determined purely by seniority; members of Congress sometimes had to wait 30 years to get one, but their chairship was independent of party leadership. The rules were changed in 1975 to permit party caucuses to elect chairs, shifting power upward to the party leaders.
Analysts with financial services company Bernstein arrived at similar estimates. In a note to clients, they forecast that Meta, which owns Instagram and Facebook, would take over as much as 60% of TikTok’s U.S. ad revenue, with YouTube gaining 25%. According to a survey from the financial services group Wedbush, approximately 60% of TikTok user respondents said they’d simply migrate to Instagram (or Facebook) in the event of a sale, while 19% said they’d go to YouTube. While large U.S. tech companies would love to get their hands on the platform, Boltansky said that Biden administration regulators — not to mention GOP critics of Big Tech firms — have no interest in expanding the power, reach or influence of such companies. If ByteDance sues to block the implementation of the statute — which it has said it would do — the bill will be taken up by the D.C. Circuit Court of Appeals, according to Isaac Boltansky, director of policy for the financial services firm BTIG.
Republicans held 246 seats compared to Democrats' 186 seats, while three seats were vacant. The Republican Party's majority was slightly reduced in 2016, as Democrats picked up six seats. The U.S. House of Representatives has chosen the winner of a presidential election on two occasions—1800 and 1824. Special elections will be held during the 118th Congress to replace members of Congress who leave office for any reason. The Constitution provides that the Senate's "advice and consent" is necessary for the president to make appointments and to ratify treaties.
The North was much more populous than the South, and therefore dominated the House of Representatives. However, the North held no such advantage in the Senate, where the equal representation of states prevailed. The House passed its standalone TikTok bill on a big bipartisan vote in March. But the Senate appeared in no hurry to take up the measure as Commerce Chair Maria Cantwell, D-Wash., drafted her own legislation. Boltansky said many political pundits remain surprised that the bill got over the finish line.
